Second Counsellor at the Embassy of Rwanda in UAE (July 2022 - Present), where she promotes bilateral cooperation and economic diplomacy between Rwanda and the United Arab Emirates.
Director at EPC Africa Group (2017 - 2022), leading corporate governance and performance evaluations.
Internal Control and Compliance Officer at Access Bank Rwanda (2009 - 2013), ensuring financial integrity and regulatory compliance.

Kaligirwa-Umuhonza Colette is an experienced Human Resources professional with a strong background in employee engagement, recruitment, and welfare. She has held key positions at the National Bank of Rwanda, where she served as an Officer for Employee Recruitment and Engagement and Employee Welfare in the Human Resources Management and Development Department.Prior to that, she worked as a Legal Assistant in the Legal Counsel and Company Secretary Department, a Customer Relations Officer in the Public Relations and Customer Care Division, and a Legal Intern in the Payment Systems Department.
Colette has also been involved in administrative roles with organizations such as PSI Rwanda, Novotel/Mubano, and Imbuto Foundation, where she led teams and managed key operational tasks.
Beyond her professional career, she is passionate about community service and has actively volunteered with The Peace Plan – Kenyan Church Leaders Training Program, Wheaton Bible Church, and Rwanda Leaders Fellowship.
Colette holds an LL.B. in Law from the Independent University of Kigali and is currently pursuing an MBA in Human Resources Management at the Adventist University of Central Africa (AUCA). She has also undergone specialized training in Strategic Workforce Planning & Talent Analysis and Entrepreneurship.
Emmanuel Kwizera is an experienced international missions leader, evangelist, and leadership trainer with a strong background in intercultural studies and evangelism. Born on December 11, 1977, in Karongi, Rwanda, he has dedicated his career to global missions, leadership development, and theological education.
He holds a Bachelor's degree in History from the National University of Rwanda, a Master’s in Evangelism and Leadership from Wheaton College, Illinois, USA, and is currently pursuing a PhD in Intercultural Studies at Trinity International University, USA.
With over 15 years of experience in leadership roles, Emmanuel has served as the Missions Director of African Evangelistic Enterprise Rwanda (2007-2015), International Missions Director of African Enterprise International (2015-2023), and as a Global Catalyst of the Lausanne Movement (2016-present).
He has received specialized training in leadership and theological studies from renowned institutions worldwide, including Haggai Advanced Leadership Training in Singapore, Global University for Lifelong Learning (USA), and Moore College (Australia). His expertise extends to trauma healing, organizational leadership, and cross-cultural missions.

Murigande KibuKayire Rosette is an accomplished educator and administrator with decades of experience in teaching, child development, and educational leadership. With a Diploma in Education (Math-Physics) from the National University of Burundi and a Master’s Degree in Child Development from Daystar University in Kenya, she has dedicated her career to improving education and child welfare.
Her extensive experience includes serving as a Teacher in various secondary schools in Burundi, an Assistant to the Head of Unaccompanied Children’s Department at World Vision Rwanda, and a Program Manager at Compassion International – Rwanda Office. She later took on leadership roles as Principal of Wellspring Academy – Rwanda and Holistic Education Coordinator at Wellspring Academy, where she contributed to shaping quality education programs.
In addition to her academic and professional achievements, Rosette has undergone specialized training in education, computer skills, project and human resource management, accounting, and leadership.
She is a dedicated leader in the education sector and continues to impact lives through her expertise and commitment to child development and holistic education.
Pascaline Umutesi is a seasoned Legal & Transaction Advisor with extensive experience in legal advisory services, corporate affairs, and strategic management. She holds a Bachelor’s Degree in Law from Kigali Independent University and has undergone specialized training in leadership, public-private partnerships (PPP), contract drafting, risk management, and energy operations across various international institutions.
Currently, she serves as the Company Secretary & Group Head of Legal Advisory Services at EPC Africa Group, where she oversees corporate legal strategies, contract negotiations, and compliance frameworks. She has also held key leadership roles, including Group Head of Legal Services & Corporate Affairs, contributing to administrative, human resource, and logistics functions.
Pascaline possesses a strong skill set in PPP project structuring, public procurement, transaction management, project financing, and negotiations. Her ability to manage stress, solve problems, and lead teams effectively makes her a valuable asset in high-pressure environments.
She is proficient in English, French, and Kinyarwanda, demonstrating excellent reading, writing, and speaking capabilities.
Jean Gakwaya is a seasoned Health Adviser with extensive experience in leading, managing, and coordinating development programs. Throughout his career, he has held senior positions in renowned development organizations, including Hope International as Country Director, the British Department for International Development (DFID) as a Health Adviser, and World Vision International (WVI) as an Administration Manager in Rwanda.
At a higher strategic level, Jean Gakwaya led the SOS Children’s Villages Rwanda Board of Directors, overseeing support programs for children without parental care from 2018 to 2022. He currently serves as a Board Member of Wellspring Academy, a non-profit, non-denominational Christian school.
His commitment to social impact extends to serving as a Board Member of Shelter Them Batarure, where he actively contributes to empowering vulnerable and underprivileged children in Rwanda. Bucagu Josephine is an experienced management, administration, and financial expert with over 15 years of experience working with business institutions, international organizations, and donor-funded projects. She has a strong background in project planning, monitoring and evaluation, and financial management, ensuring compliance with donor requirements.
For the past 7 years, Josephine has worked closely with youth programs (12+ girls programs) and the education sector, particularly in TVET and secondary schools, serving as both a consultant and contractor. She has successfully led new business initiatives in Rwanda and has attended international training sessions in Europe and across Africa.
Currently, she is the Head of Corporate at EPCA Rwanda, having previously worked in various organizations, including banks, NGOs, Imbuto Foundation, and as a consultant. Her expertise lies in team management, stakeholder collaboration, and strategic planning, ensuring productivity and the successful execution of projects.
Ambassador Prof. Charles Murigande is a distinguished academic, diplomat, and public servant who has held key leadership roles in Rwanda and beyond. He served as Deputy Vice Chancellor for Institutional Advancement at the University of Rwanda (2016-2020) and previously as Rwanda’s Ambassador to Japan, also accredited to Australia, New Zealand, Thailand, and the Philippines (2011-2015). His extensive government service includes ministerial positions in Education, Cabinet Affairs, Foreign Affairs, and Transport & Communication. A Ph.D. holder in Mathematics from the University of Namur, Belgium, and an MBA graduate from the University of Canberra, Amb. Murigande has contributed to academia as a researcher, professor, and rector of the National University of Rwanda. He currently serves on various boards, including Kepler College and Africa e-Trade, and is a founding member of Rwanda Leaders Fellowship. An active member of the Assemblies of God Church in Rwanda, he remains dedicated to leadership, education, and faith-driven initiatives.
Kabanda Simba Olivier is a results-driven Program Manager with 7+ years of experience leading cross-functional teams and delivering complex IT and network modernization projects. He has a proven track record of aligning projects with strategic business goals, optimizing resources, and enhancing process efficiency through stakeholder management, risk assessment, and financial planning.
Olivier currently serves as Capital Projects Group Senior Manager at MTN Rwanda, where he oversees a portfolio of strategic programs, ensures project governance, and drives business process improvements. Previously, he worked as a Projects Manager - Capital Projects Governance, leading large-scale initiatives while ensuring compliance with industry best practices.
